Volunteers of America National Services , (VOANS) serves to advance, support, promote and administer health, housing and services, employing more than 3,000 professionals across the country to operate its housing and health care programs. In addition to developing affordable housing, VOANS owns and operates one of the largest housing portfolio located in 42 states and Puerto Rico, which includes more than 240 properties containing over 15,000 affordable housing units. It also operates six comprehensive campuses (skilled nursing and independent/assisted living), five skilled nursing facilities, four assisted living facilities, three licensed home health agencies, three Programs of All-Inclusive Care for the Elderly (PACE) sites and one senior meals program.

The primary purpose of the Regional Nurse Consultant-SNF is to ensure the integrity of VOANS core clinical systems, regulatory compliance, clinical reimbursement processes, and to participate in the planning, developing, implementing, evaluating and educating the overall clinical operation of clinical services within the assigned areas of VOANS.

Knowledge, Skills and Abilities

  • Current license as a Registered Nurse in the state of MN.
  • Minimum of five (5) years' experience as a Long-Term Care experience; consultant experience preferred.

  • Ability to work flexible hours, including frequent schedule changes. Ability to travel is required.

Job Requirements

Essential Functions, Duties & Responsibilities

  • Assist with planning, developing, implementing, support and evaluating of federal, state and local specific protocols to support and meet regulatory requirements and to maintain VOANS Core Clinical Systems as assigned by the Vice President of Clinical Services and in coordination with the Regional Vice President of Operations including but not limited to:
  • Assigned community's compliance to rules and regulatory standards.
  • Risk Management and safety compliance.
  • Performance Excellence / QA&A / QAPI programs.
  • Clinical Reimbursement Management including RAI/MDS processes, Medicare, State Medicaid programs, specialized insurances and other models of reimbursement.
  • Development of Clinical staffing models to meet the needs of those we serve, in consideration of budgetary expectations.
  • Assist in managing Clinical workforce issues such as staffing and scheduling models.

  • Maintain current working knowledge of applicable local, state and federal standards and regulations.
  • Assist in development and implementation of clinical competency programs including components of Knowledge - Skill - and Ability training for all levels of staff that provide care and/or services.
  • Lead survey preparedness processes, supports during surveys and ensures a plan of correction is created and implemented in partnership with the assigned area.
  • Provide crisis management as requested and/or when compliance with core clinical systems, regulatory compliance and reimbursement issues arise.
  • Meets regularly with each assigned area to ensure that needs of the communities are met.
  • Consults as requested in the selection and hiring of key management staff.
  • Manages the clinical services opening of new communities.
  • Provides input on the coordination and ordering of clinical supplies, equipment, pharmacy services, staffing coordination and competency training.
  • Supports and evaluates the clinical reimbursement systems, VOANS Core Clinical systems and regulatory compliance.
  • Attends clinical practice operational meetings and community meetings, as necessary. Function within scope of practice within each assigned state and follows state requirements for violations of standards of practice.
  • Oversees infection prevention and control efforts.
  • Works with communities to improve Quality Measures and Five Star status if applicable.
  • Provides input on physical plant and dietary areas when required.
  • Function within scope of practice within each assigned state and follows state requirements for violations of standards of practice.
  • Maintain current licensure and any required certifications.
  • Other assigned areas by the Vice President of Clinical Services and in coordination with the Regional Vice President of Operations.

ADMINISTRATIVE DUTIES:

  • Provide ongoing and timely communication to all assigned communities.
  • Written reports as requested.
  • Verbal reports at conclusion of visits to include findings and recommendations.

  • Check voice messages and return phone calls in a timely manner.
  • Develop, lead and participate in communications with communities including written, verbal and presentations/trainings.
